From Oct.31-Nov.10, the IIAS President Professor Geert Bouckaert paid an eleven-day visit to China. He was officially invited by the Ministry of Human Resources and Social Security (MOHRSS) of PRC and was received by the Chinese Academy of Personnel Science (CAPS) throughout the trip. The Academy also arranged the whole visit program and provided company all along the visit.
During his visit, Prof. Bouckaert had a meeting with Mr. Hu Xiaoyi, Vice-minister of MOHRSS, met Mr. Yang Chunguang, Vice-chairman of State Administration of Civil Service and visited the CAPS, Chinese Society for Government Reform, and Shanghai Municipal Bureau of Human Resources and Social Security. He also attended symposiums and gave speeches in universities which are IIAS corporate members, including Tsinghua University, Peking University, Renmin University of China, Nankai University, Xi’an Jiaotong University and Shanghai Jiao Tong University.
On Nov. 2, Prof. Bouckaert was received by Vice-minister Hu Xiaoyi from MOHRSS in Jiangsu Plaza. After hearing the brief introduction by Mr. Hu, Prof. Bouckaert spoke highly of the active role played by the MOHRSS and CAPS in the development of IIAS and hoped Chinese academics can reach out and push forward the development of administrative sciences and public administration reform worldwide.
In the afternoon of Oct. 31, Prof. Bouckaert met Vice-chairman Yang Chunguang from the SACS, and exchanged their views on issues of common concern in the field of civil service.
On Nov. 2, Prof. Bouckaert attended the Symposium held by CAPS, and gave a lecture on public sector reform. Researchers from the Academy all agreed that the Symposium is informative and rewarding.
On Nov. 4, the Chinese Society for Government Reform invited Prof. Bouckaert to participate the Symposium on trajectories of public sector reform.
On Nov. 8, Prof Bouckaert went to Shanghai Municipal Bureau of Human Resources and Social Security, and had a talk with Mr. Zhou Haiyang, Chairman of the Bureau.
During his visit to Schools of Administration, Prof. Bouckaert gave a series of talks and speeches, centering on heated debated issues in OECD countries, such as responsibility and accountability, performance evaluation, trust and decentralization.
His presentations were all based on empirical and comparative studies conducted among OECD countries. He deems that both good foreign practices and local culture matter in public sector reform. He strongly believes that facing tough challenges, the public sector should be part of the solution, but not part of the problem. It is gratifying for him that Chinese scholars and practitioners have already made a consensus on that.
Prof. Bouckaert’s visit covers four major cities in China. Great reforms and changes taking place in cities impressed him a lot. He hopes that IIAS can contribute to China’s reform and development. As the President of IIAS, he also wishes more Chinese academics and practitioners can reach out to the world through the bridge of IIAS and AGPA, and take leadership in comparative studies.
